A proverb says that humans rely on food to survive, while food safety is the most important thing. Food is the material foundation to the survival of humans, as well as indispensable safeguard for the economic and social harmonious and stable development. Nowadays, food quality security incident occurred frequently. Under this serious situation, how to solve the problem of food quality and safety, how to ensure the diet safety of people have become the focus of public concern. Food production process is the key of the formation of food, which determines the final quality of the food. Therefore, the study of how to control the production and processing of food quality and safety risk is of important practical significance.First of all, the actual situation of food production and processing of 120 enterprises in Handan were investigated. The current status of quality and safety of food production enterprises in Handan City were analyzed through the survey data, and the food quality and safety problems were analyzed from business, government regulators and society. For the enterprises, the reasons of the possible cause of food quality and safety issues were elaborated from employees, management systems and food production process; for regulatory authorities of government, the reasons of the possible cause of food quality and safety issues were analyzed mainly from the institutional, technical, human factors; for society, the causes of the food quality and safety issues.were mainly from the consumer.Secondly, the situation of quality and safety of food production in 120 enterprises was analyzed, and the food safety control measures were put forward from business, government and social policy, providing reference for quality and safety of food production in Handan. For the businesses, they should improve the quality and safety awareness, improve the level of production scale of food enterprises, strengthen the quality of food practitioners training, the enterprise management system, strengthen the standardized management, improve the inspection and testing system; For the government regulatory agencies, they should establish and improve the unified coordination, clear responsibilities of food safety supervision system, sound food laws and regulations system, establish a sound risk assessment and early warning system, strengthen the ability construction and system construction of the supervision department, strengthen the construction of inspection agency system, and strengthen law enforcement capabilities of grassroots regulators; For the society, it is important to give full play to the supervisory role of the consumer which could form an effective supervision supplement for government regulators to the food.
