Research On Land Property And Rural Social Security

Land assets, that is, the concept of the assets of the economics, the land as a kind of resources can be used for investment, through the reasonable operation and operation of the resources to bring the benefits of farmers.Land privatization,assets quantification and land lock-stock are the three main types of rural land capitalization patterns at the moment, among which,land lock-stock is the pattern that is most practiced and most conforms to the rural economical development.The property right sharing mode under the family-contract responsibility system is a serious constraint to the socialization of the rural social security system. The first is that social security provided by land use rights is not complementary; the second is that social security provided by land use rights is the obstacle for the rural economic development; the third is that social security provided by land use rights impedes land’s scale management and the maximization of land efficiency will be affected. Land capitalization eliminates land use rights’ effects on the socialization of rural social security to a certain degree.First, rural land capitalization can gather rural land into a whole and establish unified asset pool for rural social security funds; second, continuous value addition of land can be achieved,which is beneficial to guaranteeing sustained rural social funds;third,social security fund-collection mechanism of trinity of the country,the collective and the individual can be built,which is good for the self accumulation of rural social security funds. Therefore,to build the socialized rural social security system,it is the only way to reform the current land management form of rural sharing property rights and build capitalized land management pattern.The building of land capitalization’s rural social security pattern can be divided into two parts. One is the building of land capitalization’s operation’s mode,which is mainly made up of five parts. First, define the ownership and use right of rural land clearly; second, set special management institution for rural land capitalization; thirdly, allow the collective and farmers to buy shares by means of land; forth, establish scientific land capitalization management mode; the last one is to allocate the interests of land capitalization reasonably.The other one is the building of social security,which can be analyzed from five aspects. In the aspect of the shape of organization and management : form a government-led, specialized operation pattern; in the aspect of qualification of insured people: primarily in people who owns land, supplemented by treatment discriminately; in the aspect of the social security funds source :raise funds from many ways; in the aspect of personal account of social security : establish the “individual-society as a whole ”account; in the aspect of the supervision and management of social security funds: establish professional management mode.Though the building of rural social security mode under land capitalization has gained some success experience, there are still three deeper problems need to be solved immediately.The first is that property regime of farmland needs to be further innovated; the second is that the farmland value evaluation’s theory must have new breakthrough; the last is that configuration mechanism of farmland marketization should be set up soon.
