A Study On The Role Of The Government In Industrial Structure Optimization And Adjustment-Take Jiangyin City For Example

In 2005, China approved Directory Catalogue on Readjustment of Industrial Structure and amended it in 2011. In the following three years another three versions were introduced. Besides, more introductions on promoting the development of producer services and realizing the industrial structure optimization and adjustment were issued one after another by relevant local and national governments. These actions are all aiming to fully reflect the direction of industrial structure optimization and adjustment, and then motivate the development of strategic emerging industries, service industry and innovative industry. The Report to the 18 th National Congress of the Communist Party of China points out that accelerating strategic economic restructuring is the major goal of transforming the pattern of economic development. To deal with the complicated international and domestic development situation, many internal areas in China have started to adjust industrial structure and promote its transformation and upgrading. Successful foreign and domestic experiences have showed that market mechanism and the government macro-control are all very important in realizing local industrial structure optimization and adjustment. And in this process, the government play an important role in guiding and regulating, thus making it becoming an indispensable part. Under this background, it seems necessary for us to study the function of the government in industrial structure optimization and adjustment.This paper is based on the description of some new concepts, such as Big Data, Internet of Things, Cloud Computing, Community Innovation, Yangtze River Economic Zone, The Belt and Road Initiative and so on, together with some new economic models. It starts with the development status of the industrial structure in Jiangyin City, and then studies the overall situation of its economic development. After that, by exploring domestic and overseas advanced government measures and experiences, it examines the government function and shortages in industrial structure optimization and adjustment of Jiangyin City, and then tries to find solutions to the problems.
