| Adjustment of industrial structure accelerates economic development. Transfer ofindustrial is quickening all over the world. But the study on regional industrial structurehas relatively small amount. Lies in the eastern of China , the western of Shangdong,Binzhou is a representative district which has accumulated certain economic basis aftermore than 20 years rapid development .But it still belongs to an underdeveloped areacompared with the surrounded cities. The unreasonable industrial structure influencesthe full play of the structure's efficiency and hinders the economic development. Basedon the data of Binzhou, systems analysis is made on evolution of the industrial structure,and the main problems are given. And also this thesis judges the stage ofindustrialization, put forward the fundamental principles and thought in theadjustment of the industrial structure of Binzhou . Finally it brings forward proposalsto transform regional government function, as well as providing references for othersimilar areas in China.The major contents of this paper includes five parts. Firstly, the introduction.Secondly , the common tendency concerning the evolution of the industrial structure,which consists of its concept, relations with economic development and ordinary law ofevolution. Thirdly and fourthly , an analysis on the evolution of the industrial structureof Binzhou. A historial analysis is made and finds the main problems existing in thecurrent industrial structure. This article makes a comprehensive judgement that Binzhouhas developed into the middle stage of industrialization. And also the article analysesfactors, which will bring about active and negative influences on the industrial structurein the days to come. Fifthly, the fundamental principles and thought in the adjustment ofthe industrial structure of Binzhou. This article makes suggestions on the industrialstructure including the standard, the basic principle and thought. Sixthly,transformation of regional government function in the industrial structure. Thegovernment should transform function to advance the industrial structure,such asmaking planning, making police, improving the environment, reforming the system,maintaining coordinative development of urban and rural, enlarging the investment,building studying government.The major innovative points in the article include: firstly ,studys on the evolutionof industrial structure of Binzhou and finds its main problems;secondly, judges thestage of industrialization of Binzhou and provides the fundamental principles andthought in the adjustment of the industrial structure of Binzhou;thirdly, put forward themeasures of transforming function for regional government to promote adjustment ofregional industrial structure. |
