But the growing gap between urban and rural areas and the growing imbalance of regional economic development develops a major problem in the development of economy and society in GuangDong province. In June 2009, the GuangDong provincial Party committee and provincial government with Guangdong Province province sentiment, organize the implementation of " Plan for every poor farmer, Responsibility for the implementation of the individual " strategy for poverty alleviation. After more than five years of practice, GuangDong province has made great achievements in poverty alleviation and development, not only the economic income of poor farmers increased significantly, the collective economy of poor village has grown significantly, the gap between urban and rural areas has been gradually reduced, but also the government has explored a variety of effective development mode of poverty alleviation. However, the " Plan for every poor farmer, Responsibility for the implementation of the individual " poverty alleviation and development work in the specific practice, there are still some problems, as a result of the impact of GuangDong province to develop, a bottleneck of poverty alleviation.In this article, I use the methods of induction and abstraction, literature research and observation, and make use of the game theory to carry out anti poverty analysis, summed up the types and characteristics of poverty in Xuwen County, Zhanjiang City, Guangdong province.I use empirical analysising the poverty and the root cause of poverty in Xuwen County, as well as specific measures and results in the development of poverty alleviation and development, digging out the key issues in the implementation process of Xuwen county poverty alleviation and development. Through the analysis of the causes and countermeasures of the problem, I put forward the suggestion of the pertinence. This is useful of Xuwen county government and relevant departments to formulate rural poverty reduction policies, and promote the settlement of rural poverty in Xuwen County. It is also useful of Guangdong province to promote rural poverty and the department who implement the specific implementation of the " Plan for every poor farmer, Responsibility for the implementation of the individual " of poverty alleviation practice.
