Enterprises should give full play to the role of human resources in promoting the economic development of enterprises, according to the human resources supply and demand of Chinese enterprises, we can see that, on the whole, enterprises sometimes have too many staff, sometimes the staff are not enough, sometimes staff are swamped with work, sometimes staff are bored doing nothing. These phenomena occur because of the irrational human resources motivation system. Enterprises’ human resources should apply for reasonable and effective motivation mechanism to promote sustainable development of enterprise economy. Through the rational, positive and effective motivation mechanism, the limited human resources can bring the greatest motivation effects, it is the necessary choice for sustainable development of enterprises.Performance appraisal is an important part of the motivation management. Currently in Compass, there is a very strange phenomenon, which is company emphasis too much on the importance of the work performance and the degree of difficulty, and never pay attention to how to conduct effective performance management. That is to say, they never pay attention to process only focus on results. Even the company leaders and HR department do not realize the importance of company performance management, once assessment is mentioned, it is considered to be a matter of HR but not a matter of other people. As the responsible department for performance management, HR is supposed to be supported by other departments when doing performance appraisal, lacking of cooperation of other departments is becoming a big obstacle for performance management. To solve this problem, I started the theoretical research of this article.Firstly, this paper introduces the application of the motivation theory at home and abroad, as well as the related methods of motivation theory, organizational behavior, motivation management. and then introduces Beijing Compass Technology Development Co., Ltd., this company’s motivation plan, it’s current situation and motivation mechanism design principles and motivation mechanism design. Finally, I put my own views on the design of the model of the motivation mechanism.
