Urban employment question has always been a major problem in the development of our country’s social and economic, urban residents newly entering the workforce employment working in cities, rural migrant workers and laid-off workers re-employment situation has been difficult to solve. Along with the construction of a socialist harmonious society, a major strategic decision making, to solve the problem of urban employment again convex now people. How to broaden the channels of employment to absorb more employment; how to improve the employment of living and working environment; how to attract employment in local live and work in peace and contentment. As an important function of the government, public service is a study of the urban employment effect of public service. On the other hand, it is to meet the needs of the service oriented government, on the other hand, it is to broaden the channels of urban employment. The main thread of the article is as follows:The first chapter briefly analyzes the necessity and importance of the study of the effect of urban employment in public services. The second chapter is about the literature on the employment of public services and urban employment. The research finds that: First, the relevant literature is not very rich and different opinions. Second, some scholars believe that the public service is conducive to employment. There are many researches on the employment effect of public services in urban, but most of them are just some aspects of the public service. The third chapter analyzes the spatial distribution characteristics of public services and public services at the provincial level. The research finds that the distribution of public services is not balanced and the distribution law: the high level of rapid growth in the eastern coastal area, the lower level of the central region in the slow growth, and the low level of the low level of the low level of the low level. In the sixth chapter, the author mainly uses two models: First, using the data of prefecture level city and the method of transforming the endogenous growth model, the results show that: there is a significant positive effect between public service and urban employment. There is a significant positive relationship between health care, basic education services, infrastructure services and urban employment, and the relationship between the ecological environment and urban employment is not significant. Second, the use of the provincial level data and the effect of the regulation model, quantitative analysis of the public service of urban employment adjustment effect. The results show that the social security service has a moderating effect on the urban employment of industrial structure upgrading, and the effect of urban employment service on economic growth is regulated by the effect of social security service and basic education.Finally, based on the above theoretical analysis and empirical analysis, this paper summarizes the main conclusions of the article, a strong demonstration of the public service of urban employment effect. And from in order to better and faster to broaden the channels of employment and ease the pressure of urban employment, comply with the requirements of building service-oriented government, to promote the equalization of public services and social, and put forward the corresponding policy recommendations to improve the level of public.
