With the continuous development of economic globalization and trade liberalization, tariff levels is reduce year by year, which greatly promoted the development of international trade. However, to protect their own interests, various countries using its advanced level of science to develop some non-tariff trade barriers, improve their market access threshold, to restrain exports of developing countries. Due to non-tariff barriers to trade has a strong concealment and protective, a period of time in the future the non-tariff barriers to trade will gradually replace the tariff barriers and become a major international trade barriers. As one of China’s exports of agricultural products, the technical barriers to trade have a serious impact on the industry of Chinese pear industry,.China is the world’s largest pear-producing country, in 2012, pears harvested area reaches 1.14 million hectares, yield reaches 16.27 million tons. In 2011, Chinese pear export near 0.4 million tons, less than Argentina, in the second place of the world. But the pear exports amount has always remained 2.5% of the total production, so our country is the pear production country, rather than power. In recent years, the technical is rising, how could it affect the trade of Chinese pears export trade is meaningful to study. For this purpose, we use a total of 12 years of pear industry export trade data, build Gravity Model, the analysis of technical barriers to trade influence on pear export trade in our country, and offering suggestions for the Chinese pears’ future development.The main content of this article:(1) Analyzes the current status of the pears exports. First of all, from the perspective of the overall and the main export market, analysis of pears in our country’s export trade present situation and the trend of export quantity and amount; in the other hand, from the perspective of the major export markets analysis encountered technical barriers to trade in the pear export trade of our country the status quo.(2) Comprehensive analysis the current status of the technical barriers to trade situations. From food safety regulations, product quality certification, plant quarantine, summed up the reasons of pear exports encountered technical barriers to trade in our country. Then pointed out the problems existed in Chinese pear products export, including standard system, technical level, standard system, environment pollution, quality safety awareness, and trade protectionism, etc.(3) Analyze the impact of the technical barriers to trade on Chinese pears exports. To the introduction of the technical barriers to trade as a virtual variable with pear export quantity as the dependent variable of gravity model, the judgment of the technical trade barriers on the impact of the export of pears in our country. Concluded that:The technical barriers to trade has a negative effect on Chinese pears export trade.(4) Provide a solution to deal with the technical barriers to trade. Based on the above research, put forward some countermeasures from the government, industry associations and companies:the government set up standardization system and perfect the legal system, quality security system, strengthen international communication and cooperation; industry associations play an important role in providing services, provide information services, positively participates in formulating the international standards; Companies to implement quality system certification, the implementation of green marketing, advancing the market diversification development.
