In the face of the metamorphosis of social and economic system environment restriction and development of production and the growing demand expansion for land, in recent years countries gradually relaxed legislative restrictions and provisions of the collective construction land circulation on the basis of gain and loss of the interests to meet the needs and realize social and economic development, and there has a certain breakthrough in scope, mode and benefit main body in circulation. But the current chaos of the circulation situation and imperfect land system greatly restricted the circulation smoothly, income distribution problem is apparently one of the decisive factors of collective construction land circulation. Therefore this article selects the collective construction land circulation value-added benefit distribution of the hot problems as the research object, mainly around the mechanism construction in order to realize the collective construction land efficient circulation and the reasonable distribution of the value-added benefits.Full text first analyses relevant definition and theoretical basis and mainly elaborated on the basis of the rural collective construction land increment benefit mechanism and principle,focusing on the goal and the principle, main body status and its theoretical basis and the mechanism of land increment income distribution. Secondly based on the national and local aspects of the current rural collective construction land circulation value policy, it analysis income distribution policy to reveal the current collective construction land circulation mode, scope and the main body participating in income distribution etc, find macroscopic potential problems and correspond to the related supporting measures. Then the case analysis part mainly analyses three pilot province, Guangdong, wuhu and zhejiang,it briefly analysis regional operation mode and value-added income distribution, summarizes the successful experience in various areas and compare their insufficient to perfect the collective construction land circulation and build income distribution mechanism to provide experience for reference. Based on the case from Liuhe district of Nanjing "million hectares off ertile land development project" it is the empirical analysis part of circulation value-added income distribution.From its value-added income distribution present situation and combined with the survey analysis, it reveals the current main problems of value-added income distribution and influencing factors, mainly for building a effective set of practical and feasible measures and implementation plan. Finally based on the above research, under the premise of value-added income distribution experience and from the collective construction land circulation and appreciation of the main problems in income distribution, it puts forward concrete countermeasures and suggestions, builds a reasonable and efficient value-added income distribution mechanism combining with the legal, administrative, economic and planning control methods.
