Into the 21st century, the global industrial structure upgrading is faced with new trends, the global economy is facing the challenges of the new round of industrial revolution. The face of global economic integration process to speed up the situation, China promulgated and implemented the "second five" plan, put forward further transformation of economic development, optimization and upgrading of industrial structure, to win a place in the new pattern in the industry. As a traditional old industrial base of Liaoning, after thirty years of rapid development, economic development has entered a post-industrial stage, however, upgrading of industrial structure facing many problems, such as natural resources, environmental resource issues outstanding, the internal imbalance of industrial structure, the proportion of state-owned enterprises too big. How is the optimization and upgrading of industrial structure problem in academia, business circles of common concern.First, select the appropriate economic development of the region’s leading industry is a key industrial restructuring is completed. According to Liaoning Province in 2012 input-output table correlation coefficient computing industry, using factor analysis techniques and potential development benefits the industry were evaluated. Based on the empirical study of industrial structure in Liaoning Province change factors, mainly analyzes the demand factors (including household consumption, government consumption, investment) and technological progress, the export factor and cluster factors on the change of industrial structure in Liaoning Province, the overall impact,, while sub-sector analysis of the contribution of these factors to change the industrial structure of the industry.
