Based on the spatial structural decomposition model, this paper builds suitable model for China’s inter-regional input-output table compiled by State Information Center. The 136 industries’ added value of 8 regions from 2002 to 2007 can be decomposed into two parts by the model. One is change of structural factors caused by technology, regional trade, and preference. The other is final demand change. The empirical result shows that changes of structural factors have a significant impact on the differences of growth between the regions and industries. At regional level, the main reason of resulting difference is trade; At industrial level, it is technology; In the case of sub-regions sub-industries,they are regional trade and variance of value-added coefficient. Effect of different structural factors on regional industry is different. Value-added coefficient had a greater negative impact on growth in most areas of industry; Development of trade resulting in a differentiation between regional industry area, it presents the state of division of industrial; Technological advances have a role in promoting industry growth in most regions; Changing of preferences improve the pace of development of the tertiary industry, and has a significant impact on the proportion of the regional industry. In addition, according to the research results, this paper recommend perfecting unified domestic market, playing the main role of market in allocation of resources, improving incentives and supervision system for local governments, actively guiding the development of service industry to improve the irrational aspects of China’s economy and accelerate economic development.
