As the world economy globalization, Chinese enterprises facing unprecedented opportunities and challenges, the competition between enterprises is also reached an unprecedented level, to be in an impregnable position in the competition, has the outstanding talent is the key to the enterprise implement vigorous development and continuing operations,employee performance has become the enterprise competition success or failure of key influencing factors. With the attention of the enterprise to enhance the level of employee performance, the study of employee performance appraisal has become the focus of research scholars at home and abroad. In the enterprise performance evaluation practice, because of the different nature of work staff, many work can’t simply use digital which led to the inspection work is more difficult to quantify. So a lot of enterprise when the employees performance appraisal, evaluation the role of subjective factors is bigger, the performance appraisal model of integrity, operability is not strong.Based on YZ xian branch staff performance appraisal as the research object, combined with the theoretical basis for YZ xian branch employees performance appraisal status quo and existing problems are systematically analyzed. Through the analysis of YZ xian branch of industry, on the basis of using key performance indicators method, to the enterprise strategic target decomposition, layer by layer is established in YZ xian branch staff’s key performance indicators; In building the enterprise employees, on the basis of key performance indicators,using the analytic hierarchy process to determine weights of evaluation indices; At the same time, combined with 360- degree performance feedback method, comprehensive evaluation method, and for the appraisal main body enactment right weight value, effectively ensure the objectivity and impartiality of the assessment results; Finally, design the YZ xian branch staff performance appraisal implementation and safeguard measures, forming a complete set of staff performance appraisal program.
