Shandong Construction Project Agent-construction System Management

With the deepening of the reform and opening up as well as development of the socialist market economy, especially the efficient ecological regions of the Yellow River delta and the strategic plan for blue economic zone in Shandong peninsula. Shandong, as a major province in economy and human resources and not having the provincial Agent-construction system market, a main obstacle to restrict the services for human resources and capital support to a higher level, has also become a factor affecting the rational allocation of human resources.To the situation, it’s necessary for our province to construct a high-standard, modern, and a certain scale of Agent-construction system market, to promote the healthy development of our province economic and comprehensively enhance the level of human resources and social security work.But at present, the way of our province government in investing projects management is still relatively backward; it is difficult for the present level of management to make the quality and efficiency of the projects invested by government guaranteed. As for more complex construction project problem,investors want to achieve the quality objectives of the project construction, investment objectives, and progress goal. However, a more advanced management mode should be taken to adapt the problems.In October, 2004, “State Council’s Decision on Investment Reform” released, represented that government investment projects develop agent system in new attitude. In this essay, I sorted out relevant documents relating to the Agent-construction system market in Shandong Province in constructing system; compared the implementation of this project agent system from the perspective of different angles; fully and clearly represented the statues of generation built by government-led investments in Agent-construction system market in Shandong Province construction project; based on these, I at the same time identified a series of questions during the process of agent-construction in this project.Through analysis of relevant issues, thoroughly elaborated the concept of project governance; made this as the starting point in the analysis of governance issues in agent-construction and raised suitable content and structure for project governance of Shandong Agent-construction system market construction projects. Based on this theory, I decided to provide further analysis and elaborate the internal and external construction dimensions in project governance; followed by analysis of the governance issues in agent-construction of Shandong Agent-construction system projects; furthermore, I built a governance model of agent-construction of Shandong construction projects. Through the analysis of this model, I provided management methods of Shandong provincial government investment project in this paper: including the control methods of main governance control point management, practices and responsibilities on behalf of the parties to the agent system implementation process.
