Intangible cultural heritage is derived from the traditional culture of the peoples of precious memories, to be able to nourish the human soul in the world, should be cherished spiritual wealth, it has a unique value to human survival and development. Intangible Cultural Heritage Tourism is a kind of non-material cultural heritage resources as the basis of tourism activities. Intangible cultural heritage tourism as a tourism activity, with total tourism industry linkage, involving a variety of Stakeholders in its development process, which the government is a key subject, it’s "as" and "not as " For the development of the intangible cultural heritage tourism plays a vital role in positioning its role well, in order to make it fully play its proper functions, thus promoting the development of good non-material cultural heritage tourism.To define the boundaries of good government behavior in social and economic activities in this behavior, we must first understand the characteristics of this tourism activities: on the one hand, the intangible cultural heritage tourism as a tourism activity, its development and tourism activities in the broad sense there certain commonality; on the other hand due to the development of intangible cultural heritage tourism industry tourism plurality mission off than the general sense, that is, the protection of intangible cultural heritage and living state, which makes the study of the Intangible Cultural Heritage Tourism Government behavior has a certain personality.
