But the port and customs clearance model obviously did not suited to the development of cross-border flow of e-commerce, unable to meet the needs of its rapid clearance.In order to solve the above problems, the paper research A S port clearance process, combined with the characteristics of Free Trade Port Area approving import and export declarations, clearance, using the methods of interview, and literature studies to research the main problem of the clearance process. Researching and collecting the regulations and requirements for customs inspection and learning from other similar ports in customs clearance facilitation measures and the development process in the summed up based on experience, to optimize customs clearance facilitation, improve customs clearance efficiency and clearance capacity. So as to achieve savings clearance costs, improve efficiency, attract more traders to import goods from the port and truly shoulder become the southwest sea channel and carrying all the way "area" of the mission of the maritime silk route.
