Along with the global rapid economic development and population increase, the demand is growing for water. Especially China is such a large population base country, and economic development is at a high speed rising. China put forward a higher goal level of industrialization in the new century, but the industrial water use development and the pollution degree are different between the different parts because of Chinese uneven distribution of water resources in time and space and regional industrial development gap. The regional difference of Industrial water resource utilization problem seriously limits the industry coordinated development in our country. For some time, China has also made a lot of theoretical research in the protection and save of water environment, and made some improvement practice of the water environment. But the research is rarely about the regional difference of water resources from the perspective of industrial.This article explores the regional difference of water use efficiency from the perspective of industrial, and learns the outstanding theoretical research for water resources at home and abroad. The article uses DEA scale variable remuneration model and analyzes the features the difference of the industrial water use efficiency between the three regions, It advances some policy suggestions for the coordination use of regional water resources in our country industry.This article is divided into five chapters. The first chapter points out that the research significance about the regional difference of industrial water use efficiency in our country, and combs the research situation of water resources at home and abroad in recent years. The second chapter discusses relations between industrial water resources and regional economic development on the basis of the analysis of the connotation of water use efficiency. The third chapter analyzes the industrial water resource utilization situation and regional differences. The fourth chapter uses the DEA relative efficiency evaluation model to calculate all Chinese provinces’ industry water use efficiency from 2004 to 2013 on the basis of the analysis of China’s industrial water, and according to the calculated results, analyzes regional differences in the industrial water use efficiency. Results show that the feature of three regional industrial water use efficiency reduces in turn. The industrial water use efficiency is relatively high in east because Industry, economy, and talent so on various aspects are developed. According to the result analysis The last chapter puts forward some Suggestions to improve the regional difference of industrial water use efficiency in our country. This paper hopes that China should introduce advanced equipment and independent research efficient water saving technology, and puts more money and talent to the central and western regions. At the same time China should establish more preferential policies to promote the central and western regions to adjust the industrial structure, and strengthen the construction of industrial water resources management system. We should play the role of the government, enterprises and citizens in the adjustment of spatial disparity of industrial water use efficiency.
