Xi Jin-ping, CCP general secretary and the leader of the party and state, proposed the idea of building “Silk Road Economic Belt” to close the Eurasian economic relations, deepen mutually beneficial cooperation and expand development space during the visit to Kazakhstan.The idea was responded positively and paid high attention by countries along the economic belt once put forward. The construction of Silk Road Economic Belt has flourished and research results about the construction has also sprung up.This study first reviewed the related literature. Literature reviews are mainly about agricultural products trade development situation in China and Central Asia along the Silk Road Economic Belt, the construction of the Silk Road Economic Belt, CGE application in the construction of the Silk Road Economic Belt. This study made relevant exploration under the view of change of transportation efficiency in the background of infrastructure construction in order to measure the impact on agricultural commodities in China and Central Asia by the Silk Road Economic Belt.The general equilibrium of China and Central Asia has been built based on GTAP ninth edition. The model language of GTAP model was revised according to research needs. The hypothesis that imports are determined by national level was revised as imports are determined by industry standards and the impact of transport efficiency on macroeconomic and sector economic was better reflected by changes of value flow related to transport efficiency.The results shows that, Compared to the base( under the situation without freight change),welfare level, the actual GDP, investment et al indexes will get a rapid growth; Products output,import and export change reflect the comparative advantage, China has the comparative advantage of the products is labor-intensive type of fruit and vegetable products, technology and capital intensive agricultural and sideline products and industrial goods, Central Asia has the comparative advantage of the products is resource intensive plant fiber, horses, oxen, sheep, and other animal products and wool cocoon, China and Central Asia in their respective comparative advantage products trade status will not change in the short running, Central Asia will become the biggest winner in the silk road economic belt construction. Research suggests that the following several aspects will do good for an early harvest silk road construction achievement:adhere to the principle of co-discuss, construction and sharing, expand the silk road construction team; give play to the government function, accelerate infrastructure construction; use of regional comparative advantages, and actively guide the enterprises to “bringing in” and “going out”. To build the Silk Road Economic Belt, there has a long way to go, and building the Silk Road Economic Belt must deal well with the following issues: the relationship betweenindustrial transfer and upgrading of industrial structure, infrastructure externalities, relationship relations between countries, contradictions within the Silk Road Economic Belt, the relationship between the government and the market.
