| In the early 1990s,after the collapse of the Soviet Union,five Central Asian countries,Kazakhstan,Kyrgyzstan,Tajikistan,Turkmenistan and Uzbekistan,became independent.In January 1992,China established diplomatic ties with them successively,becoming one of the first countries to recognize and establish diplomatic ties with the independence of Central Asian countries.Since then,the diplomatic relations between China and the five Central Asian countries began.It also opened the prelude to agricultural cooperation between China and Central Asia.This paper mainly studies and analyzes the basis,course,content and characteristics of agricultural cooperation between China and Central Asia,the challenges and causes of cooperation,and the direction of future deepening.Central Asia plays an extremely important role in China’s diplomatic strategic layout.It is not only China’s neighboring region,but also a place where the interests of major powers gather.The initiative of "Silk Road Economic Belt" has brought new opportunities for cooperation between China and Central Asia.China and Central Asia share the same strategic foundation,interest needs and cooperation platform,and the two sides complement each other in agricultural resources and economic and trade structure.Agricultural cooperation has become one of the best joint points for China and Central Asia to build a community of common interests and a community of common destiny.In the context of the profound adjustment of the global industrial structure and international trade and investment pattern,agricultural cooperation,as an important part of the construction of the Silk Road Economic Belt,an important part of China’s foreign relations and a key to jointly addressing food security,is of great significance to the strengthening of China-Central Asia relations.2022 marks the 30 th anniversary of the establishment of diplomatic ties between China and the five Central Asian countries.Over the past three decades,China has taken Central Asia as an important direction in its neighborhood diplomacy and vigorously promoted the building of a China-Central Asia community with a shared future.China’s political and economic relations with Central Asian countries have been raised to a new level,and mutual trust in cooperation in different fields has been enhanced.After 30 years of development,agricultural cooperation between China and Central Asia has gone from a period of construction and exchange to a period of comprehensive development to a period of strategic upgrading.Remarkable achievements have been made in agricultural trade,agricultural investment,agricultural infrastructure,and agricultural scientific and technological personnel exchanges and cooperation.The cooperation features strong complementarity of agricultural resources,strong government leadership,differentiated demands and overall promotion of cooperation.However,due to the very complicated security situation in Central Asia,the complex and intense game between great powers,the agricultural development problems between China and Central Asia,the lack of effective agricultural cooperation mechanism,the wrong perception of China’s image and the barriers set by the international agricultural market against China,the agricultural cooperation between China and Central Asia faces severe challenges in external environment,internal challenges in its own development and agricultural cooperation.By analyzing these challenges and the reasons behind them,we propose a path to further deepen agricultural cooperation between China and Central Asia,help China and Central Asia continue to consolidate friendship at the spiritual level,consolidate high-quality development at the pragmatic level,and uphold the "Silk Road Spirit".We will deepen policy communication on agricultural cooperation,connectivity of agricultural facilities,unimpeded trade in agricultural products,financial integration for agricultural investment,and closer ties between agricultural personnel and the people.The study in this paper will not only help ensure the healthy,stable and sustainable development of China-Central Asia relations,but also provide useful reference and inspiration for dealing with food security,regional cooperation,building a new type of international relations and a community with a shared future for mankind.It has important practical significance and theoretical value. |
