Research On The Policy Tool Of The Social Service Of Geological Data

Geological information is come from the geological work,it was used to support environmental protection, site construction projects, resource development,utilization of people’s livelihood and economic development. In different historical periods, different policy orientation will largely affect the development of the social service of geological information.policy tools theory is a brand new theory in the western country, it grows into a new branch of subject or topic area, if the government try to achieved some specific goals,which will promote the management and implement policy for the realization of specific policy goals, actually the tools link policy goals and results, This article aims to use policy tools to collate and summarize the policies of geological information, analyzing the factors which affecting the different stages of policy tools,and make recommendations for the development of geological information social service system.Geological information service can not be separated from remitted and management, this paper summarizes the domestic and foreign geological data, management, services research, Chinese scholars generally considered the management system do not have technical standards,the government should make more detailed regulations. Secondly, in the lack of sharing of services, the government need to strengthen platform construction and information management.the developed countries has a complete remit and manage system,they have a unified national database of physical and earth science data archives,agency responsibilities clear, socialized services is very rich,popularization of geological information on the growing popularity. Social acceptance of geological data is growing rapidly.again,this article has introduced the theory of policy tools. And this article has summed up the geological policy in different phase. On this basis, we examine the specific application of three policy tools at different times. And analyze the factors affecting the choice of policy tools(policy definition, the policy environment, policy-related, etc.). Finally,in order to improve the social service system of geological information,there are a few of policy recommendations.According to the research on theg eological information of policy tools.this the paper hase several conclusions: First,the combination of policy tools have gradually enriched in the country.it has been used to promote the development of social service of geological information;then,instead of Focusing on system design and other "official" issue,the policy tools has gradually pay more attention on the geological information product development, strengthen geological science education which close to " livelihood".By strengthening the enforcement of the mandatory policy tools to promote market-based geological information service system;to build the policy tools monitoring mechanism;To foster voluntary tools to guide public participation;To form the government-led and market integration system.
