In recent years, China’s higher vocational education has developed by strides. Higher vocational education with the mission of cultivating high-quality and skill-based talented persons not only plays an important role in higher-education popularization, but also becomes an important component of higher-education. By far China has formed the pattern of "one prefecture-level city with at least one higher vocational college", and localization becomes their specialty. Serving local economy is the foundation and value of vocational colleges, and can supply sustainable development opportunity. Otherwise, China is promoting the transformation from ordinary universities to application universities, which makes vocational colleges harder to survive and forces them to go into counties. However, most vocational colleges keep a loose connection with local counties’economy. At the same time, the government pays much attention to the counties’economy, which needs plenty of talents to accomplish the economy transform and upgrade. The county government also hopes to get more talents. Therefore, it has become the pressing demand that vocational colleges cooperate with local county government.With the promotion of education and teaching reform in vocational colleges under such circumstances, school-enterprise cooperation model and open college-running model become more and more outstanding and highlighted. Taking Chengde city in Hebei province as an example, the contribution of vocational colleges to the county economy has made certain achievements, but problems and inadequacies are still exist.Based on theories and practices of vocational colleges serving local economy at home and abroad, listing and studying Chengde colleges’related exploration and application, some solutions and suggestions are given here:i) Policies should be conscientiously implemented to encourage colleges for promoting local economy; ii) Colleges should change the traditional concept and pay more attention to county, iii) New cooperative relations should be established and deepened, which aim at market demand and mutual benefit and base on government leading and new cooperation project; v) More measures must be taken, especially the ones to serve the agriculture, farmers and rural areas. Taking the opportunity of "one undergraduate in one village project " and "sunshine project" and meeting the needs of countryside market, more new professional agricultural talents must be cultivated, while more agricultural technology must be popularized and more science and technology activities must be carried out. vi) The education between middle vocational education and the higher vocational education should be linked together to constitute the training platform of human resources and vocational teachers in the county, and finally promote the fast development of county economy.
