Modern economic growth theory believes that capital,labor,and technological progress are the three major driving forces of economic growth.Among them,technological progress is the core driving force.Technological progress includes not only the level and speed of factors,but also the bias of factors.Technological progress is biased toward capital or labor,and it will have significantly different impacts on social income distribution,employment and even economic development.At present,China's economy is in the stage of downshifting,and the growth rate of total factor productivity is slow,and labor productivity continues to decline.Therefore,from the perspective of the elements of technological progress,it is particularly important to conduct in-depth research on issues such as the driving force for economic growth and how to convert it.This article is based on the theory of neoclassical economic growth,the theory of technological progress preference,the theory of new economic growth,and the theory of economic growth stages.First of all,under the premise of technological advancement,the improved CES production function is designed,and an analysis model of the economic growth momentum contribution is established to analyze the contribution of each growth momentum to the GDP growth of Qinghai Province from 1991 to 2018.Secondly,according to the solution results,combined with the actual situation of economic development in Qinghai Province and related economic development theories,find out the key points in the process of power conversion.Finally,based on the research perspective of this paper,the three factors of technological progress,technological progress bias,and industrial structure are selected for regression analysis of TFP in Qinghai Province.The research finds that:(1)from 1991 to 1997,the technological advancement bias index of Qinghai Province was basically less than zero,that is,technological progress favored labor.From 1998 to 2018,technological progress was characterized by capital bias.(2)From 1991 to 2018,Qinghai Province mainly relied on capital investment to drive economic development.There are many disadvantages to this driving mode,which hinders the sustainable development of Qinghai Province's economy.It is particularly important and urgent to transform the driving force of economic growth from factors and investment to innovation.(3)The key to the transformation of economic growth power lies in improving the total factor productivity.Increasing the level of TFP can accelerate the transformation of economic power.(4)Foreign direct investment,the proportion of the output value of the secondary and tertiary industries in GDP and R&D expenditure have a positive impact on total factor productivity.Increasing the relevant value can effectively promote the growth of TFP;and the bias of technological progress has a negative impact on total factor productivity,which restricts the promotion of total factor productivity.Aiming at the key to the transformation of economic growth power—the influencing factors of total factor productivity and combining with the actual situation of Qinghai Province,we propose to promote Qinghai Province from five aspects: guiding technological progress bias,strengthening independent innovation,increasing opening up,rationally allocating resources,and optimizing industrial structure.The improvement of total factor productivity and specific measures to accelerate the transformation of the driving force for economic growth have made Qinghai's economic development continue to move towards high quality.
