Research On Agricultural Scientific And Technological Achievements Transformation Of Jilin Province

Nowadays, the ACF(agriculture,countryside and farmers) issue came to be the major problem of present economical society development.The agriculture problem is the most crucial part of ACF issue, and the AAT(agricultural achievements transformation) is a tough and key problem in the process of reconstruction of traditional agriculture with modern techniques. Statistic shows,the there’s huge gap of AAT between China and advanced countries in the world. The 18 th Party Congress of China has stressed the implementation of innovation-driven development strategy, under this background, improving independent innovation ability of agricultural science and technology and accelerating the AAT is especially important. Jilin province is a big agricultural province,who has big scientific education advantages. The AAT in Jilin province is kind of a typical issue. Present work analyzed the present status, problems and causes of AAT in Jilin Province. The conclusion of present work is, totally, with the government’s support in recent years,the foundation of AAT in Jilin province is basically completed. The AAT has made remarkable results,having greatly contributed to the development of modern agriculture in Jilin Province. Sure,Many problems were highlighted during the transformation process. There’re mainly 5 aspects of it: Firstly,it’s the divorce between market needs and development of scientific achievements. Secondly, it’s the lack of efficient intermediary and high quality extension workers of AAT. Thirdly, it’s the lack of investment in AAT and no safeguard measures of investment.The fourth is the channel of AAT is blocked. The fifth is the management failing to encourage and promote the enthusiasm of scientific researcher. Pointing to above problems,combining with the other factors in the transformation process of AAT in Jilin province,present work proposed corresponding actions, which mainly includes the following aspects; The first is strengthen the AST(agricultural scientific transformation) mechanism; The second is creating system of AST promotion; The third is increasing investment on AAT; The fourth is strengthen the training of agricultural workers; The fifth is creating driving force mechanism of AAT; The last one is the systematic plan of AAT. Present study analyze the present status and problem of AAT in Jilin province based on the outline of industry,policy and management. Also,we got some insights from the analyzing process and make corresponding actions to the problem existed.
