Research On Business Process Optimization Of Patent Information Service In University

The world is undergoing great development, great change, and great adjustment. The competition of comprehensive national strength is actually the competition of innovative ability. The intellectual property is an important factor that drives innovation, many countries continue to strengthen the intellectual property protection, and actively develop the intellectual property service. At present, China is at a historic turning point. That replacing the traditional low value-added industry by high value-added modern service industry is a trend. However, economic development is not unbalanced, uncoordinated and unsustainable in China. It is urgent to use intellectual property and other elements to promote China’s economic transformation. The patent information service is an important part of modern service industry and intellectual property strategy. Actively carrying out patent information service is an important measure for the development of modern service industry.From the mid-1950s, our country began to gain public patent information service. In recent years, China has successively promulgated a series of policies to promote the development of China’s patent information service. After years of effort, China’s Patent Information System has been initially established. But there is no doubt that China’s patent information service level is relatively low. Service mode also needs to be innovated, especially patent information service in university. As an important member of technological innovation system, almost all universities do not carry out deep level patent information service. As an important provider of information service, universities do not provide valid patent information service, which is a waste of patent information resources. This paper proposes patent information service in university from process management perspective based on the theory of business process optimization.This paper takes business process of patent information service as the research object. This paper is composed of six parts:the first part mainly introduces the background, significance of the research and related research; the second part reviews the related theories of the research; the third part introduces the status of patent information service, and analyses the situation of patent information service; the fourth part proposes optimization scheme, and establishes the index system for evaluation; the fifth part is the case analysis; the sixth part summarizes the conclusion, shortcoming and the future work.
