At present,a new round of global scientific and technological revolution and industrial reform are poised to take shape.China's economic mode has accelerated its transformation,and the trend of innovation and development has become more obvious.The intellectual property system is the basic guarantee to stimulate innovation.In the intellectual property system,the patent is a very important component,which bears great economic value.In this background,universities as the main force of patent creation,the need for scientific management of patents,protection,use,so that it can play a potential economic value.In this paper,firstly,the characteristics of the patent management in colleges and universities are studied through collating the domestic and foreign relevant literatures.Then,the patent management system,patent information and the intersection of the two are studied theoretically.On the basis of the above,this paper summarizes the six aspects of patent management institutions,personnel,work flow,mode and strategy of more than 30 colleges and universities at home and abroad through literature survey and comparative analysis.The patent management system of colleges and universities is constructed.Finally,according to the statistical annual report and database information of the State Intellectual Property Office,the Ministry of Education and other related institutions,as well as the relevant management institutions and scientific research personnel of Qingdao University of Science and Technology,the output,IPC distribution,quality and implementation of Qingdao University of Science and Technology The paper analyzes the advantages and disadvantages of the patent management of Qingdao University of Science and Technology.Through the QFD model and research data,it clarifies the demand degree of the patent information and standardized analysis measures,and constructs the patent management system of Qingdao University of Science and Technology based on patent information.The school provides a comprehensive,targeted management framework.
