In the environment of global market economy, increasingly drastic changes, the demand of customers for new products with more advanced technology and ubiquitous fierce competition affect the economic activities of enterprises and lead that more and more enterprises will focus on new products to meet customer’s demand and primacy. Therefore, more and more enterprises pay more attention to develop new products to shorten the development cycle. The trend of shortening R&D cycle spreads all over the world, including the communication industry even though its traditional technical barriers are higher and the profit is more abundant. And more communication enterprises begin to develop a large number of new product projects. Procurement plays a very important role in the R&D project management, because any R&D enterprises must guarantee the procurement efficiency which means the low procurement cost, the high procurement quality and the high level of procurement implement efficiency, so as to ensure the procurement of R&D materials coordinate with the goal of R&D project management, to further promote the smooth progress of the project development, and to shorten the cycle of product development.In this paper, the research object is promoting strategy of procurement efficiency on R&D material in E Company. First of all, review the existing literature and procurement theories, and find that most of the existing literature and theories are based on the production materials, ignoring the characteristics of R&D material. Then, analyze the purchasing conditions of R&D material in E company, find the existing procurement problems and point out the difference between R&D material and production material. Again, discuss the reasons why the procurement efficiency can’t be guaranteed from the procurement’s internal and external aspects on the basis of data’s collection, processing and analysis in E company. At last, this paper discusses the promoting strategy of procurement efficiency from procurement’s internal and external aspects according to the requirement of R&D material. From procurement’s internal aspect, the strategy that this paper proposed is optimizing the procurement process and adjusting the organizational structure. From procurement’s external aspect, the strategy that this paper proposed is carrying out procurement alliance and introducing the reward and punishment mechanism into the cost allocation model of Shapley value to explore the participation enthusiasm of enterprise. The research can not only provide the solution for E company, but also provide references for R&D material procurement management in the related industries.
