Foreign-aid is not only the international responsibilities of a great country, but also representing the comprehensive national strength of a country, besides, it is critical to the development of international relationships. In terms of foreign aid, China has developed various ways, among which, human resources training in foreign-aid program is one of the most important and representative ways of Chinese foreign-aid with 60 years of development since 1950s. The Chinese government attaches great importance to the development of the human resource training in foreign-aid program, continuously expanding the scope of the participation with rich and enhanced competency. However, it is undeniable that there is severe lack of in-depth research of human resources training in foreign-aid program as a result of its late development. Therefore, a study on the management of human resources training in foreign-aid program is of both theoretical and practical significance.Based on international officials seminar programs, this article aims to delve into the study of human resources training in foreign-aid program, analyzing the hidden problems and their roots from the perspectives of training needs analysis, policy implementation and program management cycle. In terms of methodology, literature study, case study and comparative study are used.The study found that Chinese human resources training in foreign-aid program has a series of problems in the process of management, such as the difference between program implementation plan and actual schedule, uncertainty of program admissions, differences between trainees, the gap between the needs of trainees and training content, unidirectional program evaluation, lack of supervision and shortage of talent pool. The causes of problem are severe lack of training needs analysis, training project supervision and training project benefit evaluation. What is more, existing training program evaluation is unreliable for it is unidirectional. Meanwhile there are many other causes of problems in policy, policy executing agencies, identification of target group and policy execution environment.Based on the problems and causes of human resources training in foreign-aid program and my own experience in the field, I try to propose several approaches including perfecting the foreign-aid policies, regularizing the implementation and management of human resources training in foreign-aid program, establishing training program needs analysis mechanism, improving the supervision and evaluation system of human resources training in foreign-aid program, innovation management mode of human resources training in foreign-aid program. Hope these approaches can provide feasible suggestions for improvement and might be helpful for the scientification and standardization of human resources training in foreign-aid program, and thus achieve the overall goal of Chinese foreign-aid work.
