With the further deepening of reform and opening up, Chinese enterprises are facing not only competition just from domestic counterparts, but more impact from the international counterparts.Under the circumstance, if the enterprises want to occupy a position of their own in the market, they must improve the qualities of their products and services. Winning with quality is the long-term solution to sustain development. Therefore, high quality in products and service is the key to improving the competitiveness of the enterprises.Hydraulic parts industry started in the 1950s in China. With years of development, although the overall technical level has been greatly improved, we have to realize that the obvious gap still exists between us and the advanced countries, especially in such aspects as the research and development of products, product quality, technical innovation and capacity for independent innovation of enterprises. At present, there are many shortages in quality management of domestic manufacturing enterprises, which directly restrict the improvement of the product quality. Chinese hydraulic industry is still not powerful enough considering its large scale, reflecting that currently the quality management system in many domestic hydraulic enterprises is not perfect, and a sophisticated total management system hasn’t come into being, which affects the improvement of hydraulic fittings product quality.China’s construction machinery industry faced a turning point in the rapid development of 10 years since mid 2011 when China entered WTO. The engineering machinery industry has been in a depressed state so far. These companies which provide hydraulic parts and auxiliary equipment for all kinds of engineering machinery factories have suffered a crisis, including a sharp reduction of main engine demand, the more rigorous selection of OEMs in the quality and price of supporting enterprises and the trend of global procurement. Thus hydraulic components companies should work hard in their product quality to find out the survival and development space for themselves. Therefore, it is a priority to improve the level of total quality management for hydraulic components enterprises.C hydraulic company, the object of this study, which was founded in 1966, is a manufacturing enterprise providing hydraulic parts and auxiliary equipment for OEMs. The main 3 products including hydraulic cylinder, hydraulic pump and hydraulic valve have covered the actuators,power components and control components in hydraulic system. And all the products are widely used in the field of modern agricultural machinery, construction machinery and equipment and other special vehicles. Through the ISO9001 quality system certification in March 2000, C hydraulic company conducted a preliminary work of total quality management and established the basic quality assurance system, which is helpful to specific the company’s quality management work. But facing the "winter" industry environment of the hydraulic and mechanical engineering with the global economic downturn, the current quality management level is not high enough for the company to get out of the trouble, achieve sustainable development, and to realize the purpose of real excellence. Regarding C hydraulic company as the research object, this paper analyzed C hydraulic company’s total quality management system according to the Criteria for Performance Excellence and found some questions in it, to formulate appropriate schemes as well as guarantee measures to enhance the total quality management level.The main structure of the article is as follows:The first part is a general introduction mainly to introduce the background, purpose and significance of this study, as well as the domestic and international research trends, research ideas, the main methods and possible innovations related to the quality management and performance excellence.The second part reviews the theory of total quality management, ISO9000 management system, the Criteria for Performance Excellence and other theories that are connected with this paper.In the third part, the current situation of the company is introduced, including its products and organizational structure.Besides, based on seven principles of Criteria for Performance Excellence, the company’s total quality management system is also comprehensively analyzed and problems existing in the quality management are put forward.In the fourth part, according to the results of analysis in the third part, a design scheme is formulated to improve the total quality management level for C hydraulic company, mostly related to pertinence measures towards the four aspects as employees training, procurement, field management and inspection process.The fifth part puts forward guarantee measures to improve the total quality management system of this company. The sixth part is the conclusion for this paper, which summarizes the results of this study and expounds the problems existing in the study and the further research work needed to be carried out in the future.
