Adjustment Of Industrial Structure Of Anhui Province Based On Low-carbon Economy

With the energy reducing and the environment worsening, the world’s economy is suffering a warning,the traditional pattern of industry is no longer suitable for the current situation, a new round of industrial revolution has quietly come. Nowadays, China’s economic development is being faced with those situation, the growth rate of decline and serious excess capacity. From an energy point of view, the problem of China’s supply system is high-polluting industrial system and high-polluting energy structure, so we need to realize macroscopic ’supply-front economics’, promote and protect the sustainable development of China’s economy, which through the adjustment of industrial structure, and the optimization of energy consumption structure. Anhui province, which makes heavy industry as pillar industry, is also being faced with a similar predicament. The characteristic of Anhui industry structure presents high energy consumption, high pollution and high emissions, this traditional developing pattern has been restricted by environment, on the one hand, there will be a shortage of energy supply, which will become the bottleneck of economic development in the future; On the other hand, it can damage the ecology to some extent, and restrict the sustainable development of China’s economy. Based on this background, the article analyzes the problems existing in the industrial development in Anhui province, like unreasonable industrial structure and excessive energy consumption, combines with a low-carbon economy and points out the main directions of Anhui industrial structure adjustment in the future, like maintaining the stability of the first industries, adjusting the internal industrial structure, and vigorously promoting the development of tertiary industry.This study is divided into five parts. First introduces the domestic and foreign scholars’ relevant research of industrial structure and low-carbon economy, classifieds and makes a summary and a commentary on the research findings from those perspective, such as a low-carbon policy, carbon emissions factors, the adjustment of industrial structure direction and the relationship between the adjustment of industrial structure and carbon emission. The second part introduces the relevant theoretical basis of a low-carbon economy and industrial structure, and analyzes the interaction between industrial structure and low-carbon economy from the content of low-carbon economy, the development pattern and industrial structure adjustment. The third part analyzes the problems existing in Anhui industrial development. At first, it reviews the development of Anhui industrial structure, and combines with the inherent characteristics of Anhui Province, describes the current situation in Anhui Province industrial development from the view of the industrial structure and energy consumption, and further analyzes the problems exposed in industry development, mainly as industrial structure is unreasonable and energy consumption is too high. The next part uses the evaluation system and the method of empirical analysis, through the entropy method, and objectively evaluates the level of carbon in Anhui Province industrial structure, then combines the carbon emissions and the level of output, and analyzes the adjustment direction of Anhui province industry structure, which is from the three industries of macro perspective and the internal industry of micro perspective. The last part presented recommendations on how to promote low-carbon industrial structure adjustment of Anhui, for example, attaching great importance to the first industry of low carbon agricultural development, and giving full play to our advantage on the carbon sink forestry industry; Improving the energy consumption structure of the second industry, fostering efficiency in the use of our energy by technological innovation, and increasing the use of clean energy; And at last, vigorously developing modern service industry as the leading factor of the tertiary industry.The innovation of this paper is to systemic analyze Anhui’s industrial structure and the present situation of energy consumption. Up to now, most scholars are focused on the national level, and study the adjustment of industrial structure direction under the background of low-carbon economy, while pay little attention on Anhui’s study. Based on this, this article references the characteristics of the development of Anhui industrial structure, and combines theoretical analysis and empirical analysis. On the basis of the objective evaluation of industry structure’s adjustment, the article regards carbon emission as a focal point, and makes some reasonable proposals for Anhui transformation of industrial structure from the direction of the whole industry and industrial structure adjustment of industrial structure.
