In recent years,the tension of energy supply,the degradation of environmental quality and the frequent occurrence of extreme weather have sounded alarm bells for the economic development of countries all over the world,and a new round of industrial revolution is prepared to meet the challenge because the traditional industrial pattern has considerable environmental overdraft which has no longer adapted to the current situation needs.At present,our country's economic development exposes the imbalance of energy supply and demand,lower utilization efficiency,dramatic increase in carbon emissions,serious environmental pollution and other issues,which directly affect industry development and make contradictions of industrial structure prominent,therefore it needs to speed up the upgrading of industrial structure,improve the energy consumption structure and contribute to the development of low-carbon economy.As the focus of development in the central region,Anhui Province is in the same predicament because it depends on coal resources on the road of industrialization over a long period of time and the characteristics of high energy consumption,high emission and high pollution of industrial structure are remarkable,which lead to increasing pressure on the ecological environment and largely limit the economy to a green healthy transition.At the same time,from the perspective of low-carbon,the research on the optimization of industrial structure in Anhui province is rare,and the research which discusses quantitative analysis of specific optimization paths combined with mathematical model is more rare.Therefore,this paper chooses Anhui Province as the research object.First of all,based on the related theories of low carbon economy and the optimization of industrial structure,expound the interaction between the two.Secondly,introduce the province's industrial structure and low carbon status,combined with the proportion of three industrial output value describes the irrational phenomena of industrial structure and explores the plight of the province's low carbon development respectively from the two aspects of time and space and the two angles of energy consumption and carbon emission.Thirdly,study the dynamic relationship between carbon emissions and the three industries by regression model,which shows that the second industry has the greatest impact on carbon emissions,calculate the carbon emission inventory of all industries within the industry based on this study,and according to certain standards,it can be divided into 15 categories of low-carbon industry,16 types of medium-carbon industry,4 kinds of high-carbon industry and 4 categories of ultra high-carbon industry.Fourthly,construct mathematicaloptimization model after comprehensive consideration of economic growth and full employment goals,economic benefits,environmental protection,personnel employment,industrial development and other constraints,and through the solution of the model,propose the industrial optimization direction that strictly limits the three types of too high carbon emission coefficient and overcapacity problem serious industries,constrains the two types of higher carbon emissions coefficient and having overcapacity issues industries bound to a certain extent,encourage the eight types of industries with low carbon emission efficiency and good economic returns.Finally,put forward countermeasures and suggestions of province's industrial structure optimization path from the overall rationalization and highness of the industrial structure and the internal structure of the two levels,for example,as a whole,coordinate the balanced growth of all industries,raise the comprehensive utilization rate of energy and foster low-carbon industrial clusters.Improve the industrial policy system,stimulate research and innovation activities,and expand the high value-added sectors.Interior should focus on deep processing,guide the modernization of agriculture management,give full attention to forestry support,and tap the potential to reduce carbon emissions.Accelerate the pace of high-level new service industry,help enhance the status of the third industry,and focus on the second industry segments of the 39 industrial sectors.
