Research On The Economic Balance And "Profit" Patterns Of NMG Forestry Enterprise During The Transition Period

Since the founding of China, Greater Xing’an Mountainshas made a great contribution to the national economic construction. However, with the depletion of forest resources and the continuous reduction of forest quality, government began to implement natural forest protection project in 1998, has greatly reduced the wood yield and the forest economy fell sharply, the development of forestry was in trouble. Recent years, with the implementation of the two phase of natural forest protection project, the government continued to increase financial support, the company has been out of the bottom of a serious recession. Well, as the pillar industry is still in the development stage, endogenous growth mechanism is still unsound, especially in April 2015,there was a full cessation of commercial logging of natural forests in Greater Xing’an Mountains, NMG Forestry Enterprise and its forest industry enterprise development facing new difficulties and challenges. The paper will focus on the background as stop cutting, traditional enterprise leading industry -- timber industry is no longer in existence, research NMG Forestry Enterprise through "inhale" (national financial support) and "exhale" (the superseded industry development) to achieve new economic balance, looking for new profit model.This paper firstly analyses the motivation of transformation of NMG Forestry Enterprise industry of economic operation and transformation. Then find out the problems existing in the current economic balance from analysis of the total revenue and total cost level operating conditions of the current stage; Then, using the grey system theory and grey forecasting model to calculate the income of enterprises in the future, and combined with the transformation of total industry revenue, the state financial subsidies income and full stop cutting caused by the opportunity cost between changes in the relationship of looking for the next order of nodes to balance the economic; Finally, propose suggestions based on the NMG Forestry Enterprise’s selection of profit model and the policy should be given by government for supporting. Conclusions:"Profit" patterns of NMG Forestry Enterprise industry has been transfer from timber sales to relying on state subsidies, but in digging their own advantages and cultivate new mainstay industry has not yet done perfectly; Getting the forest tourism, characteristic planting industry and forest food processing can be as a key industry for the future development, and to predict the NMG Forestry Enterprise will achieve the next stage of economic balance in 2018 by grey system theory. Government should continue fully provide subsidies from the central treasury to provide the group of forest industry of redemption of ecosystem services in the period of transformation, and to establish accounting system of forest ecosystem services as soon as possible, accounting of the ecological service value more reasonable. This paper expects to provide reference for other state-owned forest areas and forestry enterprises in the crucial stage of transition, and helpful as well.
