The Research Of China’s Railway Freight Yard Business Process Reengineering

Railway freight yard is China’s railway sector. It is an important transport of goodshandling department and the starting point and end point of the entire freight services. Thelevels of work of freight yard not only directly affect the railway internal transport efficiency,but also on the ability to meet the needs of customers and users. Improving the efficiency ofthe freight yard operations is the premise and foundation to enhance of the entire freightservices. The core work is to improve the operating level of the freight yard itself.In this study, as West Station Freight Yard of the Lanzhou Railway Bureau for example,we establish customer-oriented thinking of work, use BPR’s management theory, sort out thefreight yard processes by process preference matrix method. Then get four main processes. Byusing ESIA method and incremental method, these four processes are carried outreengineering. To ensure the smooth implementation of there new processes, we constructed areasonable protection mechanisms. The mechanisms include reengineering of theorganizational structure, operational mechanisms and information systems of freight yard.This study mainly contains three parts: first part is that analyze the current situation ofrailway freight yard operations process and the lack of organizational structure, operationmechanism and information technology. Know the reasons for the problem of the freight yard.Second part, use process preference matrix method to sure plan receiving, loading, unloadingand delivery of four core processes, propose a new reengineering program by ESIA method.According to the new program, transform organizational structure, operational mechanismsand information systems to support the implementation of new processes. Third part, theabove idea is used in the plan receiving, loading, unloading and delivery processes of WestStation Freight Yard of the Lanzhou Railway Bureau. Conduct a comparative assessment ofold and new programs by consignment time.Get the result is that new program havesuperiority in improving customer satisfaction and work efficiency.
