With the continuous development of market economy in our country, Many Chinese transportation enterprises transfer to logistics enterprises, the result leads to a trend of logistic centers construction. As one country's important infrastructure construction, railway system is life blood of the national economy, should construct logistic centers in time. How to construct logistic centers with limited investment to bring the benefits for a long time, accelerate sustainable development of the regional economy, enhance economic benefits of railway network, which is a key problem of decision-making on the construction of railway logistic centers. The construction sequence of railway logistics center is to arrange the order of planned projects in time interval given, in order to realize the most effective usage of funds.Based on the current situation of China's railway, the paper puts forwards the basic concept of railway logistics center, analyzes necessity and feasibility of developing the railroad logistics centre and its fundamental theory, and sets forth basic types, characteristics and developing trend of the railroad logistics centre. According to the principle of constructing railroad logistics centre index system, the paper constructs index system of developing railway logistics centre and determines ultimate of developing railway logistics centre. In addition, through data processing and excavation of expert questionnaire, determines various target weight using the analytic hierarchy process and entropy method, on the premise of determining railway logistics centre cities' level, through constructing 0-1 integer programming model, the paper gains various railway logistics center construction's construction sequence under the identical level. At last, by expounding examples, the paper proves the model which is mentioned above right or not and its feasibility.
