Research Of The Aged In Countryside Demand And Mode Construction Of China

China is entering the aging period, especially in countryside. According to 6th census results of China, rural population is approximately 0.78 billion for now, accounting for 60% of the total population. The rural population of the old who is over 60 years old is approximately 0.076 billion, accounting for 9.7% of the rural population. So the problem of rural empty nester is one of the significant social problems nowadays. In the case of reducing function of family pension, the problem of providing for the aged, how to make them spending remaining years in comfort, is not only a duty of family but also an important livelihood issue of country. The rapid development of cities caused the improvement of pension mode, but a huge gap between cities and countryside makes the pension mode of cities not apply to the pension ways of countryside. Take Hunan province for instance, the family pension is main pension mode in a vast area of countryside. The facilities of pension are not enough and the pension mode is not perfect. A suitable pension mode is strongly acquired in countryside with the increasing empty nesters. The author researched the requirement of old people in Hunan countryside, summarized the pension modes in China after 1949, referred the pension experiments abroad and built a compositive pension mode for countryside. The compositive pension mode is combined by family pension, land pension, social security pension and community pension, which can meet the demand of the aged in countryside and promote the development of economy of countryside. In addition, the compositive pension mode is good for decreasing family burden and social burden, and raising the standard of living in countryside. The author’s view is helpful for a strategic decision of government on solving pension problem and related research.
