The purpose of government to implement minimum grain purchase policy is to increase farmers’ income, improve farmers’ enthusiasm for growing grain, stable food prices and food security.For the evaluation of the implementation and effectiveness of minimum grain purchase policy analysis, many scholars have conducted research in which qualitative research on policy than more quantitative.It’ s main conclusion is that the minimum grain purchase price policy for grain production and farmers’ income has a significant impact and minimum grain purchase price policy can achieve food security and farmers’ income targets.In the study presented more problems is that a series of questions the government’s price protection policy implemented after the market triggered.Few scholars to study the impact of food minimum purchase price policy for grain acreage.Food production may be affected yields, technological progress and other factors.Research on the impact on acreage than study its impact on food production policy to better reflect the performance of the minimum grain purchase prices.Therefore,influence of the minimum purchase price policy for rice planting area more accurately reflect its role.In this paper, rice planting area in Hubei Province as an example, the use of mixed linear model for the effectiveness of the minimum purchase price policy.Through literature research, the impact from Hubei rice planting area of family factors,environmental and social factors in selecting agricultural labor force farmers educational level, the income gap between urban and rural areas, family responsibilities,non-agricultural income, price expectations rice, rice production costs, the relative competitiveness gains rice, crop acreage, disaster situation, a net exporter of rice, the level of urbanization, the minimum purchase price policy for a total of 13 variables,collectioning the data,before modeling of selected variables were Pearson, Spearman correlation test, as well as complex correlation, partial correlation test.In the end, thispaper take minimum purchase price policy as fixed effects, other factors by principal component analysis and design random effects matrix, Hubei rice planting area as the dependent variable to establish a mixed linear model.The results showed that minimum grain purchase policy has a positive and significant impact on the increase of rice planting area in Hubei Province, Hubei Province, to improve the farmers’ enthusiasm for planting rice, make rice planting area has increased significantly, to protect the production and supply of rice. In this study, the performance of similar policy study provides a general framework and refer to research methods.
