China is in possession of a population of nearly 1.4 billion,which the rice has about 65%of the country's consumers.Thus,the rice accounts for more than half of the staple food consumption market.China implemented the minimum purchase price policy for rice from 2004.This policy promoted the enthusiasm of famers for growing grain,increased rice production,and increased the income of the grain farmers.However,the continuous increase in the price of the minimum purchase price policy has caused problems in the rice market price distortion,overstocking,and post-production infrastructure construction.As a key link connecting production and consumption,it is necessary to study the development and the problems of the rice processing enterprises before and after the minimum purchase price reform.Therefore,this is the main research content of this paper.This paper first studies the development status of Hubei rice processing enterprises before and after the reform of the minimum purchase price policy.From the implementation to the reform(2004-2015),the policy played an important role in alleviating the problem of grain processing enterprises' grain sources,improving the production capacity and quantity of enterprises,optimizing enterprise structure and optimizing product structure.However,this policy has also prompted rice processing enterprises to fall into the predicament of insufficient supply of high-quality rice products,overcapacity,corporate profit losses and high yields.To address the above issues,China has adjusted the minimum purchase price policy for rice since 2015.Thus,this paper analyzes the impact of the minimum purchase price policy reform(2015-2018)on Hubei rice processing enterprises.Although the policy has been adjusted,it has improved the number of high-quality rice processing,the transformation effect of the enterprise,the extension of the industrial chain,and the sales volume.However,the rice processing enterprises still have problems such as lack of supply of high-quality rice market,insufficient innovation capacity of enterprises,lack of quality inspection system and post-production services,huge inventory of rice and decline in output value of rice processing enterprises.Based on the above analyses,we use a multiple linear regression model to empirically analyze the income impact of rice processing enterprises in Hubei Province before and after the reform of the minimum purchase price policy for rice.Experimental results show that the relationship between the minimum purchase price reform and the rice processing enterprises is significant.Finally,the rice processing enterprises under the background of the reform of the minimum purchase price policy propose development countermeasures.In this paper,we propose to increase the quantity of high-quality rice processing by relying on order farming,increase and enhance the innovation ability of enterprises,and establish a rice processing enterprise as the core.Suggestions for future development of Hubei rice processing enterprises,such as purchasing and storage mode,mobilizing enterprises to bid for inventory and using necessary administrative means to eliminate backward production capacity.This paper enriches the impact of the minimum purchase price reform on rice processing enterprises and provides reference for the development of rice processing enterprises in Hubei Province and the whole country.
