The technical level of automobile industry represents the country’s industrialization level to a certain extent. Therefore, all governments are spare no effort to develop the auto industry. But the traditional automobile exhaust is an important reason caused by the energy depletion and environmental degradation. This promptes all governments attach great importance to the development of new energy vehicle technology, which leads to the global automobile industrial situation is quietly changing:the transition from the traditional fuel vehicle to the new energy vehicle.Whether a country or region can win a decisive victory in the future new energy automobile market mainly depends on whether it has a strong technological innovation capability. Therefore, how to enhance the country’s new energy automotive industry technology innovation capability has become the most urgent task of the vast majority of countries.Firstly, through reviewing the related research results of new energy vehicles, we can find that most scholars have studied the macro level of the new energy automotive industry,focusing on the relevant industrial policies,the strengths and weaknesses, the development strategies and so on.most of scholars simply analysis the new energy automotive industry patent information, just listing the new energy automotive industry of patent application, patent application trend, patent applicant, inventor, patent type, patent layout and so on,and there is not enough research and mining of patent information, but also did not establish an evaluation system to assess the new energy automotive industry in a country or a region of technological innovation capability.Secondly, through analysis and study of related literature of the evaluation index system of industrial technology innovation. We can find that although different index system construction of ideas, emphasizing the focus, structure system, and the number of indicators are not the same, but their final indicators and evaluation of the main structure are very similar, which illustrates the scholars’research of industrial technology innovation ability evaluation system has reached a relatively mature stage in a certain extent. This paper continuly use the basic framework of the evaluation system of the industrial technology innovation capability, Including the technological innovation investment capability, the technological innovation support ability, the technological innovation output ability.Combined with the technical features of the new energy vehicles, and fully tapping the patent information of the new energy automobile industry, step by step to build a 28 the three-level index new energy automobile industry technological innovation ability evaluation system, which is mainly composed of patent indicators, and the reasons for building every index are described in detail.Finally, this paper evaluates the technological innovation capability of new energy automotive industry in China, the United States, Japan, Korea and Germany by using analytic hierarchy process. The results show that:the technology innovation capability of China’s new energy automotive industry is significantly weaker than Japan and the United States, and is also lower than Korea, only slightly better than Germany. The main reasons for the low technology innovation ability of China’s new energy automobile industry are the low quality of patent and applicant for and inventor and lack of the good technical cooperation mechanism. This study can not only provide a theoretical and method support for the rational and scientific evaluation of the technology innovation capability of China’s new energy automotive industry, but also could help us to analyze and identify the shortcomings and problems of technology innovation ability of China’s new energy automotive industry according to the evaluating result, and then find out the causes of these deficiencies and problems. This study lays the foundation for enhancing the technological innovation capability of China’s new energy automotive industry.
