Analysis On Farmers’ Cooperative Willingness Of Small-scale Irrigation Facilities Investment In Guanzhong

Water conservancy is the lifeblood of agriculture, as a semi-arid country whose per capita water resources is only 1/4 of the world’s average per capita, the development of agriculture relies heavily on the construction of rural small-scale irrigation facilities. However, unbalanced supply structure of small-scale irrigation facilities, engineering aged and damaged, the insufficient water sources are greatly restrict the agricultural development. As the most direct consumers of water conservancy facilities, farmers are integral part of investment, but the high cost and high risk of public goods investment, making the farmers’ invest willingness is not strong, supply alone is more difficult. Theoretical researchers and practical workers did some meaningful exploration study to solve these problems, reasonable explained the cooperation input mechanism, it have great significance to ensure small-scale irrigation facilities’ effective supply and promote the development of agricultural economy. Based on the research of shaanxi guanzhong, this article using regression model studied the farmers’ cooperative invest willingness and influence mechanism.Firstly, this article introduced the basic situation of guangzhong, include the natural geography, social economy, water resources, agricultural water and land irrigation, described the investment and construction of rural small-scale irrigation facilities. The main problems of farmers’ cooperative invest small-scale irrigation facilities are: single main supplier, insufficient supply, the farmers input cost is larger, farmers investment enthusiasm is not high; irrigation facilities is dilapidated, existing investment is deficient and the rate of return on investment is low; rural small-scale irrigation facilities management system is not perfect, the development of private supply such as farmer cooperation way is slow. Secondly, in order to find out the main factors that affect farmers’ cooperative invest willingness, improve the enthusiasm of farmers’ participate in rural small-scale water facilities construction investment, from the perspective of farmers, this article used binary logistic model, analyzed 552 questionnaires, arranged and analyzed the main influence factors.The results show that the farmer’s personal characteristics, family characteristics, the present situation of water conservancy facilities and social capital all have significant impact on farmers’ cooperation invest willingness; the influence factors and influence degree of different types of farmers have dissimilarity. Finally, combined theories and empirical analysis, put forward the countermeasures and suggestions: increasing government spending, using incentive policies, to provide advantageous safeguard; optimizing rural public service and management, establish a efficient express mechanism for farmers; optimize rural property right system and innovate farmers cooperative management system, to proved favorable institutional guarantee for farmers cooperation investment.
