Irrigation and water conservancy facilities are the basic guarantee of agricultural production, which play an important role in improving agricultural comprehensive production capacity and ensuring the national food security. As a part of the facilities, small-scale Irrigation and water conservancy facilities is the most closely content with farmers, and it’s supply level is the key factor of the effect of water conservancy facilities system. However, since the reform of rural taxes and fees, peasants’enthusiasm to participate construction investment has greatly reduced, and the government mainly pays attention to the large irrigation area, main canal and branch canal, while the small-scale Irrigation and water conservancy facilities is in lack of supply subject and investment, so it’s supply level is very poor, which has a serious impact on agricultural production activities. This situation cause many problems, such as the Sichuan and Chongqing severe drought in2006, the north severe drought in2009, the southwest severe drought in2010and the Henan severe drought in2010. Therefore, perfecting the current small-scale irrigation and water conservancy facilities supply mechanism, improving the supply level is particularly important for agricultural development.In this paper, we make a theoretical analysis about the supply mechanism of the small-scale Irrigation and water conservancy facilities firstly. Through the analysis of beneficiaries’behavior logic in different level and their interaction with game theory in the process of supply, the result shows that the supply dilemmas for small-scale irrigation and water conservancy facilities is that local government and peasants are both lack of power motivation to participate investment, and the reason is they can’t obtain profit in the process. Furthermore, we use motivation-behavior-target model to construct a new type of supply mechanism, whose key content is to set up effective incentive mechanism for local government and farmers. On this basis, we make field research in Baoying country and Shuyang country, on the one hand, from the government’s point of view, we analysis the influencing factors of government’s investment decision-making behavior, the result shows that the government is more apt to provide project in poverty region, In addition, the village with greater cultivated land area and lower fragmentation have more chance to get government’s investment. On the other hand, based on the perspective of farmers, the paper study their investment will and its influencing factors. The results shows that farmer’s investment will is influenced by their basic characteristics, family characteristics, perception and behavior characteristics and farmers living community characteristics.Based on the analysis of the above, draw lessons from Japan, South Korea and China Taiwan in small irrigation and water conservancy facilities supply experience, and combining with the reality of our Country, This paper put forward some countermeasures and Suggestions from decision-making mechanism, fund raising mechanism, farmer’s incentive mechanism and other supporting facilities several aspects to perfect small-scale Irrigation and water conservancy facilities supply mechanism...
