Guarantee of national food security and the issue of agriculture, farmer and rural area have been the top priority of China’s rural work. In recent years, with the development of social economy, promoting modern agriculture and improving the efficiency of land have been paid more and more attention. Actually, the fundamental realities of our country—too many farmers planting too few lands and the equal dividing of farmlands according to the Rural Household Contract Responsibility System—make the household planting land small and scattered, resulting in the inconvenience of planting and low land scale benefit, seriously hindering China’s Agricultural modernization. In view of the problems brought about by small-scale farming, agricultural development practitioners continue to explore new modes of appropriate land scale management, and have achieved a number of useful innovations in appropriate land scale management approach, while theory researchers continuously work on theories on agricultural production, offering different theoretical explanations for appropriate land scale management. Appropriate land scale management will become the direction of development of modern agriculture, playing a key role in achieving our goal of increasing farmers’ income and guaranteeing our food security.This dissertation is a case study of appropriate land scale management at Heze Shandong province.Firstly, the basic situation of population, age structure,level of education and living standards of rural residents in the Heze of Shandong were introduced. The influence of the natural geographical environment on agriculture and the size of the existing land scale scale management were also analyzed.The main problem to the process of promoting thescale land management are as follows: the aging of farmers poor land transfer mechanism, the rural poor infrastructure, limited financial support.Secondly, in order to quantitatively measure the appropriate scale of farmland, and promote the effective transfer of farmland and scale of operations, and ultimately improve food production and farmers’ income,the paper used data envelopment analysis(DEA model) as a tool, from the perspective of physical output and monetary revenue maximization point of view,with the 385 copies questionnaire data of Heze City, in Heze City analyzed the appropriate scale.Then the paper analyzed the data withUltra-efficiency analysis of the inefficient decision units and have been adjusted them.The results showed that: the appropriate scale of Heze City, Shandong Province,40-50 acre under the influence of the labor situation of farmers’ acre,age, non-farm income share,the will of appropriate scale, financial support,the mechanism of land transfer and other macro-factors.Finally,counter measures and suggestions for promoting Heze’s moderate land scale management based on the theory and empirical analysis are put forward as follows: Firstly,we should carry out farming land contracting system reform and perfect farming land circulation system,and explore safeguard mechanism of farming land circulation. Secondly,on the basis of fully respect for the wishes of the farmers on moderate scale operation, trying best to promote the quantity of moderate scale operation. Thirdly, establishing a new farmer cooperative economic organizations that farmers submit application and government apply them help.Last but not least,we should perfect the government service system, and establish the system of agricultural science and technology development, promotion and application system to enhance the science and technology content inagricultural production.
