In present China, we have a traditional and decentralized small-scale production situation in tobacco growing. According to the State Tobacco Monopoly Bureau, we need to develop our agricultural modernization of tobacco, with which in mind this article analyzed the current situation of China's tobacco farming and the necessities to operate tobacco growing on a large scale. Under the premise of things mentioned above, this article searched and compiled all the relevant theoretical literature about large-scale land operation and large-scale tobacco growing at home or abroad, coming to a conclusion that we should implement the expansion of our existing operation scale in China and promote the appropriate scale operation. On the basis of our analysis on data and information obtained from the field survey questionnaires and interviews in main tobacco growing areas in Guizhou Province, this article studied several typical cases of large-scale tobacco growing operators and subsequently built up Cumulative Logits Model based on the sample data of 915 households. The main object of this article was to study the main factors which affected the willingness of the local tobacco growers whether or not to expand their current land scale in main tobacco growing areas in Guizhou Province through a combination of case study and data analysis, a combination of quality analysis and quantitative analysis, a combination of special analysis and general analysis. What's more, based on which we proposed relevant policy recommendations, hoping to provide theoretical and empirical basis for promotion of tobacco-scale operation in China, thus promote the process of tobacco-scale operation, and ultimately realize the goal of agricultural modernization of tobacco.
