| In recent years, with the policy guide of our government, rural areas in China show a relatively good development situation according to the increase in grain production and farmers’ income. However, there still exist some problems that need to be solved. Firstly, due to less agricultural lands, more peasants and higher cost in agricultural production, a lot of agricultural products enter our domestic market from abroad, lowering the price of agricultural products and consequently putting more pressure on increasing agricultural output. Secondly, the development in economy improves people,s life standard. As a result, people start to pursue higher quality of agricultural products, bringing about imbalance between supply and demand of agricultural products, with rapid reform of economic structure in China, the structure of labor demand are also changing, making peasants have less opportunities to find a job outside rural areas so as to lower the overall income of farmers. Creative economy in rural areas, an important part of the knowledge-based economy, is the core of sustainable and modern development of rural areas and the agriculture. In rural areas, developing creative economy, as an important measure, can fully tap and use natural, economic, social, cultural and other resources in rural areas. Moreover, it can deeply adjust industrial structure in rural areas and realize the coordinated development of the three major industries. Meantime, it can help achieve agricultural supply-side structural reforms and increase the income of farmers. Therefore, the emergence and development of the creative economy will improve the existing development situation of the agriculture in China and can be regarded as a future development trend of the agriculture. However, at present, researches on the will of farmers to participate in developing the rural creative economy are still in a blank stage. Therefore, the paper is intended to analyze the will of farmers in participating in developing the creative economy and its influencing factors, while taking Hebei Province as an example of empirical analysis. This paper includes five chapters: The first chapter summarizes and reviews studies on connotations, characteristics, patterns and other aspects of the creative economy and creative agriculture, providing an important theoretical support for the following researches on developing the creative economy in rural areas. For each influencing factor, male, highly educated, low income, easier access to capital, technology and market information, higher awareness of the rural creative economy and effective support policies from the government can help enhance the willingness of farmers to participate. Based on these factors, in order to improve the willingness of farmers to participate in the creative economy of rural areas, this paper puts forward relevant recommendations that are in the following. First, the government should take measures to strengthen publicity of the rural creative economy. Second, farmers should be trained to improve relevant skills, while local governments should introduce talents with high education level from outside.
