Research On The Influencing Factors Of Farmers' Participation In Rural Infrastructure Supply In Hebei

The supply level of rural infrastructure plays an important role in promoting rural economic development and adjustment of agricultural production structure.But because of Government's tight fiscal and dispersion characteristics of the rural infrastructure,the supplyment of rural infrastructure has been unable to meet villagers ' needs and the development of agricultural production.In addition to increasing the Government's capital investment,rational knowledge of farmer participation in influencing factors and arouse the enthusiasm of farmers ' participation in improving rural infrastructure supply level is of great practical significance.Firstly,sorts out domestic and international literature on public participation in infrastructure provision,This article defines the concept of supply infrastructure and farmers ' participation in rural areas.From the theories of public participation,collective action theory and the theory of social capital,This article explains the theoretical basis of farmer participation in infrastructure provision.Secondly,This text studies the history and status of farmer participation in infrastructure supply in Hebei province.Respectively,infrastructure supply were studied in people's commune period,the household contract responsibility system and after reform of tax and fee in rural areas,which is the foundation for the questionnaire and empirical study.Thirdly,according to the relevant literature,the questionnaire and research model are designed.The questionnaire mainly includes the willingness of farmers to participate in the supply and the current situation of farmers' participation in different supply stages.The main supply stage of farmers involved in the supply of farmers to participate in decision-making,participation in the collection and management of resources and funds,farmers involved in infrastructure management.Then,two yuan Logist model is used to data-processing and analyze the important causes of farmers' willingness to participate in supply.Finally,according to the data analysis of the questionnaire and the results of the empirical study,the paper puts forward some policy suggestion.According to the questionnaire and data-processing,we find that the willingness of farmers to participate in the supply of infrastructure is higher,and the behavior of farmers in the different stages of the supply is different.The proportion of farmers to participate in the fund raising behavior is relatively high,and the proportion of participating in the supply decision,the regulation and management of resources is low.The less influence of individual family characteristics on the willingness and behavior of farmers to participate in supply.The government's support and institutional arrangements have great influence on the willingness and behavior of farmers to participate in the supply.The current situation of rural grassroots governance and social capital has a very important impact on the farmers' willingness and behavior to participate in infrastructure supply.Therefore,this study try to summarize some conclusions and provides some suggestions: to increase financial support and improve the "one thing one discussion" system;the development of rural collective economy and improve the quality of farmers' democracy;cultivate the rural social capital.
