Study On The Supply Mechanism Of Social Housing

Housing problem is a system problem, involving the construction of housing, housing finance, housing management, the use of housing and so on, which has the relationship between government, developers, builders, other service providers, consumers and other social housing organizations and individuals. Housing issues are also vital livelihood issues, to solve the housing problems of 1.3 billion people is the focus of the party, the state and the society. Since the founding of China, the housing policy has experienced several stages such as full benefits, market-oriented, taking into account other benefits and the market stage. A series of measures have been taken and some achievements have been made. However, there is still a considerable gap between the reality and the expectations of society.On the background of building a moderately prosperous society and "Thirteen Five Year Plan", based on the social reality of the supply of affordable housing, aimed at achieving low-income needy families "Housing" goal, the thesis gives answers to improve the supply mechanism issues through the study of history, current situation and the abroad experience, which based on cooperation and the supply of government-led ideas. Firstly, the thesis gives an outline of the background and significance of the study and the basic research at home and abroad. It also studies the conception, classification, characteristics, and the theoretical basis of the general theory and so on of the social housing and its supply mechanism. Combining the history and current situation of the development of affordable housing supply mechanism, the thesis presents problems such as the unclear of the main responsibility, the financial capital pressure, the irrationality the legal system, the imperfect of housing quality and the support services and so on. Then, according to the field of affordable housing supply problems in our country, the thesis choose Singapore, the UK and Japan to study to provide experience for China to further improve the supply mechanism. In the end, based on the previous argumentation, the thesis proposes measures to strengthen government-leading, build multivariate supply, optimize the supply structure, strengthen the legal system construction and implement the full supervision in principle of systematic thinking and workable operation. It aims to make contribution to promote China’s social security for the healthy development of the housing and achieve the objective of everyone has the housing right.
