A Study On The Willingness And Behavior Of Peasant Households Who Rent Out Farmland Based On Urbanization Of Rural Population In Jiangsu Province

With the industrialization and urbanization, farmers continue to enter the non-agricultural industries and the cities or towns, which requires us to accelerate the pace of agricultural modernization in order to adapt the situation that massive rural labor force to transfer and meet the requirements of market economy. We need develop moderate scale operation to promote agricultural benefit.the land is the lifeblood and fundamental interests of farmers. Pushing farmland transfer must be aware of the farmers? willingness and give full consideration to the idea of them. In this paper, we start with the point of“the willingness and behavior of peasant households who rent out farmland”. Then we analyze the factors of the willingness and behavior of peasant households who rent out farmland by constructing logit model,so we can define the main factors. And that is very important to the modern agriculture.In this paper, we base on urbanization of rural population to research the farmland renting out. First we combed the summary and related theories. And we also introduce the status of China’s farmland transfer. Then we analyze the willingness and behavior of peasant households who rent out farmland in the typical county of jiangsu province. Finally,we put forward feasible suggestion from organization, system,finance, laws and regulations.The results show: Farmland transfer develops speedly and its form is diverse. Meanwhile, market plays a important role and the contract signing is valued which reflects the farmers become more and more rational; With the industrialization and urbanization,farmers continue to enter the non-agricultural industries and the towns,the non-agricultural job and income gradually stabilized will greatly enhance its willingness of renting out farmland;The rational and effective land transfer policy of government is effective to accelerate the farmland transfer; Agricultural operators in our country presents a trend of aging,especially in the research area where the average age of the head of household has been 57.83 years old;In the next five year,the supply of farmland renting out will continue to increase.there is a great demand to establish agricultural management system,especially the level of mechanization and standardization service.Based on the study above, we suggest: Enhancing the organizational system;Improving fiscal and tax policies; Establishing an effective financial support system; Forming a rational legal system for farmland transfer.
