In the knowledge-based economy times, Human Resource (HR), as core competitiveness, is becoming the most important strategic resources in an enterprise. Focusing on HR development and management, especially on strategic human resource management (SHRM), being a crucial part of corporate strategic management. As a conventional state-owned construction company, China Railway Group Limited(CREC) is one of the world famous 500 large companies for years, but comparing with domestic advanced companies and other companies in developed countries, large gaps still exist in business conception, managerial methods, human resources and technology etc., especially the lagging SHR and low matching rate with corporate strategies. With integration of world economy and development of economic globalization, it is necessary to take HR as a core factor of strategic decision-making when facing complex and fast-changing business environment and increasing market competition. In order to promote sustainable competitive advantage and development of company, it requires planning, developing and allocating HR from a strategic view. In this context, it plays a crucial role and shows strong practical significance to CREC for reinforcing the research of SHR.This article is based on the HR fundamental theories and strategic management, based on the needs of development strategy and current situation of HR in CREC, focused on realization of company’s strategic goal, combined theory with practice, macro with micro, qualitative with quantitative methods, launched a systematic research of company’s SHR management, and aimed to find the best strategy to support HR development for CREC.Firstly, the author theoretically described the concept of HR, HRM, SHRM, HRP (Human Resource Planning), meanwhile summarized the system and model type of SHR management, the procedures, methods and implementation steps of HRP. Secondly, the author conducted a comprehensive analysis based on the problems exist in HR internal and external environment of state-owned construction enterprises, the current situations of HR in CREC, by using several methods including of Porter’s five forces analysis model, statistical analysis and comparative analysis. Then combined with the current situations of HR and company’s strategy, integrated HR supply and demand forecasting methods to analyze and draw a conclusion of the demands of HR. On the above basis, the author developed a "123" HR strategic planning of CREC, defined the overall requirements, strategic targets and primary duties for qualified personnel in the future. Meanwhile with the implementation of HR development strategic planning, this research proposed the strategic safeguard measures, focused on implementing of eight projects, constructing eight big systems. Effective implementation of HR plan can provide strong support for qualified personnel for company’s strategic development, and maintain sustainable competitive advantages.The research object of this paper is CREC, but as it involves the common problems which Chinese state-owned enterprises faced, this article is proposing some suggestions on HR management for other domestic enterprises.
