As the key power of building up national defense, military research institutes of China undertake the task of national defense scientific research and perform the important function of safeguarding national security.They are important material basis and guarantee Of depending the national security and an important driving force to modern science and technology. They are new forces of participating in international competition.With the constant deepening of Chinese economic reforming, military research institutes fully participate in market competition. As the first resource for business management, many military research institutes pay more attention to the human resource.Therefore establishing a modern enterprise system and developing and implementing strategic talent competition for keeping talent advantage play a key role in sustainable development of enterprise and become the focus of intensive research. The first step in winning the talent war is doing a good job of the enterprise human resources planning.The article develops the human resources planning by the in-depth understanding and analyzing of the typical military research institute A.The article aims to confirm the principles, the purpose and the basis of the human resource planning by analyzing the characteristics of the human resources. According to Strategy Four Elements, based strategy type,the type of strategic growth,level of product competition theories it proposes the strategic approach to the human resource planning by analyzing and decomposing the strategic objectives.Through the human resource inventory and analyzing and diagnosis the number, construction, education, age,array, it assesses the management tasks,analysis the human management issues, presents the problems in the management of the human resources. In the same time the article forecasts the total demanding of the human resources of 2012,2015,2020 using the C-D production function. It obtains the number,construction of the internal human resource supply from 2010 to 2020 and the best solution to the external imported using Markov model. It confirms the number of personnel structure in the next time node 2012,2015,2020 according to analyzing the domestic and international human resource structure In similar studies and considering the theory of the modern business organization.By the comparison of supply and demanding of the human resources it obtains the number of all kinds of allocating person from 2010 to 2020. It obtains the weight allocation and the number of human resource by analyzing the factors that affect the human resources,evaluation of all the project. At last the article plans the labor and employment system, the Pay Model based on the current weakness of the human resources management.
