After ten years of high-speed railway development, "Four vertical and four horizontal" railway network has been formed basically, and we formed a high-speed railway network covering most of the country. By the end of 2015, national railway mileage has more than 120,000 kilometers, ranked second in the world; high-speed railway mileage has more than 19,000 km, ranked first in the world. Current worldwide, The development of high-speed railway is rapidly, particularly, our high-speed railway development speed quickly. High-speed rail is an important carrier and content of "along the way" and "high-speed rail going out" strategy. Meanwhile, China’s rapid development of high-speed railway, we should pay more attention to the process of development problems. High-speed rail fares is one of the very important issue needs improvement.This paper analyzes the present situation of research on high-speed rail fares. Foreign high-speed railway development earlier, there are many studies on fare, Japan Europe and other regions of the high speed railway ticket price mechanism has been relatively mature, our country’s high-speed rail fares research can draw lessons from foreign mature method.In literature research including fares set model、under the market competition of fare ticket,sales strategy and so on. Before develop high-speed rail fares, we must study the economic characteristics of the high-speed rail including transport classification of products, tariffs meaning, factors high-speed rail fares and high-speed rail ticket pricing targets, etc. The commonly used pricing method on the transportation industry is studied and analyzed, including cost-oriented pricing, demand-oriented pricing and competition-oriented pricing. We Summed up the general speed railway fare reform process, the present situation and the development of methods of passenger fares. It found that the current high-speed rail fare mechanism borrowed almost normal speed rail fares method, which is the unity of freight and lack of flexibility.This paper presents a model based on double fare programming; bilevel programming model taking into account the purpose of the transport sector profitability and passenger travel generalized minimum cost. Providedly, the various modes of transport traffic reached equilibrium. We know the bilevel programming model is a realistic fare through Beijing-Shanghai high-speed railway data. It is certain significance. After determining the optimal fare through the model, flexible fare mechanism requires floating in space. Thesis data high-speed rail and air transport of selected high-speed rail along the Beijing-Shanghai, Nanjing, two cities, developed under competitive conditions, the peak of the high-speed rail fares range floating-peak. Railway Reform will continue to deepen, an important direction of reform is the "Separate",this paper expounded the development method of high-speed rail fares benchmark after separating.
