With the continuous development of China’s high-speed railway construction in recent years, the high-speed railway running efficiency has gradually become the focus of attention. From the operation of high-speed railway in our country so far, high-speed railway operation widespread this season passenger load pressure, lack of off-season passenger numbers of the, it also gives the passengers and railway operators bring a double loss. At present, the main domestic rail fare is a single government pricing model, price fluctuation space is relatively small, thus further exacerbated the railway resource allocation is not reasonable. The price pattern, for high speed railway open market competition has certain restriction, also as public goods, the low income people excluded in the outside of the scope of operation, relatively speaking is unfair. January 2016 release of high-speed railway, motor car fare, change their own pricing by the railway company, and giving Railway Company to implement certain powers discount fares according to market factors, competition and traffic distribution, in this case study high-speed rail fare system has certain practical significance.This study through the analysis of high-speed rail fare formation mechanism of the relevant research found that the current China’s high-speed rail fares on the formation mechanism of the literature research is still very little, Especially for the high-speed railway in our country fare pricing mechanism and price fluctuation problem has not formed a unified answer, the research results lack clear view. In this paper, based on the theory of public goods, this paper analyzes the properties of high-speed railway products in China, and thinks that the current high speed railway has the property of quasi public goods, through the analysis of foreign, Japan, France, and Germany three high-speed rail fares formation mechanism and price floating mode, believes that the current China’s high-speed railway ticket pricing should break through the existing government pricing model, interbank market pricing for regulation also need to be carefully considered. For China’s high-speed rail fare development, on the one hand, to improve the competitiveness of high-speed rail transport, on the other hand, we need to consider the properties of its quasi public goods. In the process of high-speed rail fare customization, high-speed railway enterprises to have a certain price to develop a floating space, especially in terms of price downward to have a certain voice. So as to further enhance the market competitiveness of high-speed railway, in the transport of low season, the use of fare decline to stimulate consumers, to achieve effective and rational use of resources, to achieve audience groups covering low-income people, to reduce social inequality. So for the current development of China’s high-speed railway fares, we should reduce government intervention and guidance, the flexible pricing to achieve high-speed rail fares floating mechanism, then lay the foundation for the healthy development of the high-speed railway in our country.Public goods, not simple operation, or simple profit, non competitive and exclusive is the significance of its reasonable existence.
