In recent years, with the rapid development of agricultural technology and agricultural inputs continue to strengthen, China’s grain output volume appeared a decade of continuous growth of the gratifying situation. But it can not be ignored, with the rapid urbanization driven by domestic food production has been very satisfied with the demands of the people, with the constraints of arable land and water resources so that the development of Chinese agriculture is increasingly faced with the dual constraints of resources and market. How to ensure food security, agricultural development to solve the bottleneck has become an important problem facing our country. From a global perspective, Africa is rich in land resources, and agriculture and China in terms of resources, markets and technology there is a great complementarity between China and Africa to develop agricultural cooperation to achieve mutual benefit and win to win situation, not only can effectively solve China’s agriculture faces markets and resource bottlenecks can also help African countries out of poverty, ease the food security crisis, and establish the image of a responsible big country, enhance the international status and influence. Currently China-Africa investment trends of agricultural resources has been seeking to expand to technical cooperation, cooperation in the process of the Central Standing Committee along with overflowing, technology spillover effect of technology to some extent, enhance the level of agricultural technology in Africa to promote the common development of China and Africa Agriculture.Based on the analysis of the results of previous studies, this paper first analyzes the environment of non agricultural investment, and analyzes the necessity and feasibility of the research. Next from the the development status, development problem,the development trend of three aspects of China’s agricultural investment in Africa, the situation, pointed out that the current existence of such as: the government support policy is insufficient, the investment body strength is not strong, the non aid and investment development out of line, in the non investment enterprise image is not good and so on. And then, the technology spillover effects of China’s agricultural investment in Africa are analyzed by qualitative and quantitative analysis. The technical level of China’s investment in Africa is pointed out, and the economic effects of agricultural technological progress in African countries are analyzed based on the global trade analysis system(GTAP). Finally, based on the results of theoretical and empirical analysis, put forward to further improve China’s non agricultural investment in the countermeasures and suggestions for the government and enterprises to provide a reference for the formulation of investment strategy.
