Since the 90 s of the 20 th century, China’s food industry chain has the considerable development, but from the perspective of the development of modern agriculture and competition in the global agricultural situation. The whole industry chain mode has gradually entered the vision of enterprise managers, and has become a hot topic in the field of practice. Because of the different research perspectives and methods, scholars have different and even the views of the model. In this context, this study based on the theory of transaction cost analysis paradigm, through case studies, for the eagles farming group of whole industry chain model are analyzed, in an attempt to draw the relationship between the whole industry chain model and food safety.This study based on the theory of transaction cost as a starting point, first of all, the research progress of the whole industry chain and food safety were induction, combed and summarized, based on the identified the analysis framework, and then put forward the hypothesis, and finally through the case study method is verified. The analytical framework that the whole industry chain model essentially is the industry chain upstream and downstream enterprise division of labor within the production, that is from the source to the terminal, from farmers to consumers to form the integration of internal governance mechanism, thus contributing to enterprises to improve food safety control. This is different from the internal governance mechanisms of bureaucracy is continuous improvement and development of the. This study selected in recent years has been pursuing the whole industry chain mode of eagles group as a case, and from 2013 began to pay attention to, in more than two years to keep track of its development, a long time intertemporal longitudinal study. Through the analysis of the whole industry chain model of eagles to commit a transaction relationship between each stage and downstream stakeholders, governance mechanism has changed how, why these changes and changes of food safety and organizational performance, what effect to reveal relevant elements(events) on the whole industry chain pattern evolution. In order to increase the reliability and validity of this case study, through different ways get rich research data, to fully meet the requirements of the theory research on triangular evidence; from find out and the theme related events, ideas and extract the corresponding field, code classification, and make the information card and excel; and card is formed by processing the information and forms based, during repeatedly with the proposition that the previous match, if you meet can conclude, if not in conformity with that part of the deviation to make explanation and appropriate to modify the theoretical framework.This study draws the following conclusions: first, food enterprises generally have strong asset specificity but the investment enthusiasm is not high, greater uncertainty and other transaction characteristics, transaction cost is too high, resulting in frequent food safety issues, through the internal governance mechanism can be reduced; but at the same time, increase the system has led to the rise of management cost, reduce the performance of organization; secondly, the whole industry chain model of food enterprises to asset light model to replace heavy asset mode, forming an internal equity control, traceability system, deepening the division of labor is the basis of governance mechanisms, the internal governance mechanism is evolving, contribute to agricultural industrialization, standardization, in to a certain extent to avoid transaction costs has become increasingly prominent in the economic problems caused by bureaucracy, reduce transaction costs and ensure food safety. The evolution of the core is that will be able to standardized link to take asset light control, and the company shall be temporarily cannot be standardized to master, and gradually promote the standardization, gradually introducing market mechanism, in order to improve the performance of the organization. The biggest innovation of this paper is that with the previous study on transaction cost of the whole industry chain mode of scholars, not to the whole industry chain simply regarded as vertical integration, but from the perspective of governance mechanism, treated as a dynamic evolution perspective so as to broaden the understanding of the connotation of the whole industrial chain model based on.
